A delegation of the Eritrean People's Democratic Party (EPDP), headed by the party chairman, Mr. Menghesteab Asmerom, and including Mr. Goitom Mebrahtu, the party's UK branch chairman, held extensive talks with the Foreign and Commonwealth Office (FCO) of the United Kingdom in London on 2 February, 2016. The EPDP Chairman, now on two-week tour to UK, also held public and private meetings with compatriots in the country.

The delegation took the opportunity to explain the ever worsening political, economic and social situation in Eritrea, and the plight of its refugees in the Horn of Africa region and beyond. The EPDP officials stressed the urgency of improving the situation of Eritrean refugees in the Sudan and Ethiopia and also the few survivors of risks who finally succeed to reach the gates of Europe.

The EPDP chairman and his colleague in the delegation reminded the British Government that what has been documented by organs of the UN Human Rights Council, Amnesty International, Human Rights Watch Reporters Without Borders is not something to be denied by wishful thinkers in Europe and that the Eritrean people deserve to be listened to. Any technical assistance to the regime in Asmara calls for absolute scrutiny in order to make sure that at least part of it reaches the people.

The EPDP delegation also urged the UK Government to heed the call for support to Eritrean political and civil society organizations so that democratic transition could be a success in post-dictatorship Eritrea. On his part, the FCO official, Mr. K. Steers, reassured the delegation that the discussions at the meeting will be duly conveyed to higher officials in FCO and in the UK Government.

It is to be recalled that during his two-week visit to UK, the EPDP chairman, Mr. Menghesteab Asmerom, held several public and private meetings with compatriots and other interested groups.

Birmingham 1

In the public meeting of 24 January in London, he was joined by EPDP colleagues including Messrs Hamid Drar, Assefaw Berhe and Goitom Mebrahtu (see picture above).

London 1

At the London meeting, which was attended by key figures leading the struggle for democratic change in Eritrea, the EPDP chairman and his colleagues expounded in great detail in Arabic and Tigrinia the prevailing situation in Eritrea and the status of the struggle in diaspora.

London 2

In particular, they focused the recent developments that included conferences for discussion on the problems of political transition in Eritrea and what could be done as a matter of urgency. Contents of issues raised at the recent Frankfurt and Nairobi conferences were raised for further scrutiny.

On 25 January, a delegation led by the EPDP chairman attend discussions at the UK House of Lords that was organized by Baroness G Kinnock and 'All Party Parliamentary Group on Eritrea' that advocates human and political rights in our country.

Leeds 1

In a public meeting organized on 30 January by the youthful Zereselassie Redie in Leeds,  the EPDP chairman talked extensively on the political stands of his party, its day-to-day activities to expose the regime and mobilize the nation, with emphasis on the young generation which is expected to take over the responsibility of transforming and rebuilding the devastated country.

Leeds 2

The EPDP chairman and his delegation also addressed the public meeting organized in Birmingham on 31 January and discussed all hot issues being raised at Eritrean gatherings these days.

Birmingham 2

EPDP Central Council members Assefaw Berhe and Haile Woldu also availed themselves at the public meetings of London, Leeds and Birmingham to take part in further expounding responses to different questions and political issues raised by interested meeting participants, in particular the youth.

At all gatherings, discussants appreciated the EPDP for giving them the opportunity to discuss in public all what is going on in the opposition camp and what can be done next in order to shorten the suffering of the nation as a whole.

Eritrea was an issue of great concern at the 6th Citizens' Continental Conference that preceded the African Union Summit in Addis Ababa, although the 26th African Union Summit failed to include Eritrea as a separate agenda item as recommended by the citizens' conference and earlier by the EPDP Chairman's memorandum of 20 January.

A final statement of the Civil Society Conference lent not only solidarity to Eritrean justice seekers but also urged African leaders to give appropriate attention to Eritrea and asked the African Commission on Human and Peoples’ Rights "to be seized of the human rights situation in Eritrea and refer the country to the AU Summit Heads of State and Government, as a country that has continuously defied all decisions and recommendations" of regional and international organizations.

Over 170 representatives of Civil Society Organizations in Africa, working in all five geographical regions of the continent, and the diaspora, attended the conference that met from 21 to 23 January 2016, in their Sixth Citizens’ Continental Conference, to bring African voices to the African Union and share with the leaders African peoples' concerns, insights and recommendations, ahead of the 26th African Union Summit of Heads of State and Government. The conference provided a forum for civil society organizations and African citizens to critically reflect on the progress to date, current challenges, gaps and opportunities in addressing Human Rights in Africa, and to share insights on what ought to be done and provide clear concise and coordinated recommendations from civil society.

Eritrea and Burundi were among the few regions treated as specific cases that needed very close attention.

The Conference had expressed commitment to work closely with Eritrean justice seekers and other members of civil society in conflict situation countries.

The final statement added: "... On Eritrea, we call upon the African Union to: 1. Especially at the level of the Summit of Heads of State and Government, to put the human rights situation in Eritrea on the agenda and express its support to the Report of the United Nations Human Rights Commission of Inquiry on Eritrea; 2. We also call upon the African Commission on Human and Peoples’ Rights to be seized of the human rights situation in Eritrea and refer the country to the AU Summit Heads of State and Government, as a country that has continuously defied all decisions and recommendations concerning the country, made by regional and international organizations.... We commit to: 1. Lending our support to Eritrean human rights defenders in their efforts in raising awareness and ensuring promotion and protection of the rights of the Eritrean people".

It is now confirmed that, Mr. Hussein Khalifa , chairman of the Eritrean Liberation Front (ELF) and also chairman of the central council of the Eritrean Democratic Alliance(EDA), was detained by the Sudanese security in Khartoum on Saturday, 30 January, 2016.

Also detained in Kassala, Sudan, later that day was his leadership colleague in the ELF, Mr. Abdalla Hamdoi. The Sudanese authorities have not disclosed any information about the reasons for the unexpected arrests.

The news was first reported on 2 February 2016 by Adoulis, a usually reliable Eritrean website, and later confirmed to the EPDP by Mr. Hassan Assad, deputy chairman of the ELF.

The Sudanese government is a close friend of the repressive dictatorship in Eritrea and fears among many Eritreans are that the Asmara regime could be behind this latest action against Eritrean freedom fighters.

It is also to be recalled that four years ago this month (on 14 February 2012, to be specific),   Mr. Mohammed Ali Ibrahim, a leadership member of the Eritrean People's Democratic Party (EPDP), "disappeared" in Kassala, Sudan, and was later reportedly seen in one of the 360 prisons of Eritrean regime. It was seriously alleged that Sudanese security elements collaborated with the agents of the Eritrean regime in his "disappearance”.

woldemariamMalitekhlebranMohammed Ali Ibrahim     Woldemariam Bahlibi       Teklebrahan G/Tsadiq

Likewise, Sudanese security personnel were behind the "disappearance" in Kassala 24 years ago - on 26 April, 1992, to be exact - of Messrs Woldemariam Bahlibi and Teklebrahan G/Tsadiq, both executive committee members at that time of the ELF- Revolutionary Council. During the 1990s, they were seen in Eritrean prisons but to this day remain without any trace as to where they are or what happened to them in the hands of the Eritrean authorities.

It is a known fact that a large number of Eritreans opposed to the dictatorship in Asmara have been kidnapped from the Sudanese and disappeared after actually having been seen in one of the Eritrean dungeons.

Addis Ababa, 30 January 2016-African Union Commission Chairperson Dr Nkosazana Dlamini Zuma has called for consideration of proposals for free movement of people in Africa, for leaders to place people at the center of Agenda 2063, to advance the human rights of all peoples, to put an end to the culture that limits the participation of women and girls. Dr Dlamini Zuma also called for an end to indifference to the needs of others, and that of the people of the Saharawi Arab Democratic Republic.

Speaking at the opening session of the 26th Ordinary Session of the Assembly of the African Union in Addis Ababa today, the AUC Chairperson also congratulated a group of Zimbabweans who sang a song dedicated to Agenda 2063, and encouraged artists everywhere to embrace the Agenda “as it is our individual and collective aspirations that are captured in it”. The song was introduced to the Heads of State and government, their delegations and other summit delegates at the beginning of the opening ceremony proceedings.

“The great diversity of Africa is its biggest strength and enduring spleandour”, said Dr Dlamini Zuma, referring to Africa’s ancient civilisations, the wealth of its minerals, its natural beauty, flora and fauna, and abundant energy reserves, which are necessary for Africa’st ransformation. However, Dr Dlamini Zuma lamented the paradox between this richness and the fact that “the majority of Africans are poor”.

Urging Africa to resolve this paradox, she said “We have allowed for far too long, the diversity of our lands, soil, workforce, oceans and forests to be taken away as raw materials, thus exporting jobs and supplementary revenue streams, along with the means of our own development”.

Turning to the theme of the summit “Year of Human Rights with a focus on the Rights of Women”’ Dr Dlamini Zuma said Africa must continue to place people and their basic human rights at the center of Agenda 2063. She observed that under Agenda 2063, Africa has refused to be indifferent or silent about the evil of violent extremism, gender based violence, the suffering and misery of people as a result of wars and conflict, before adding that the African pledge under the agenda is to use its diversity as a force for peace and democracy.

Dr Dlamini Zuma said the continent must put an end to the culture that limits the full participation of women and girls in all spheres of society if it is to realise its full potential. “There is progress, but not at the level approved in Agenda 2063”, she observed.

The AUC Chairperson reiterated the need to create jobs and equip young people with the necessary skills required to transform the continent’s transformation. In this vein, she recognised the intergenerational dialogue that took place at the African Union on the side lines of the on-going summit, recalling the desire of the youth that participated to be agents of change in the advocacy for peace. “They want to be educated and skilled, so that they can become the engine and the drivers of our renaissance and transformation”.

On Western Sahara, Dr Dlamini Zuma noted that, since Africa pushed for a referendum 25 years ago, the country now has a whole generation languishing in refugee camps. “We can no longer be indifferent to the position of the people of Western Sahara”, she added.

The Commission Chairperson extended a welcome to newly elected Heads of State, Mr John Magufuli of Tanzania and Mr Roch Marc Christian Kabore of Burkina Faso as well as President Alassane Outtara of Cote DÍvoire and President Alpha Conde of Guinea who were re-elected. In concluding her remarks, Dr Dlamini Zuma thanked President Robert Mugabe who was Chairperson of the Union in 2015 for his “excellent guidance”.

United Nations Secretary General Mr Ban Ki Moon congratulated the AU for deciding to focus on human rights as its theme for 2016. He said women should be able to fully take part in society, including in the highest levels of state structures and in peace and security. The age of exclusion is over, he announced. Mr Ban Ki Moon welcomed the AU proposal to deploy human rights observers to Burundi.

In his last address as UN Chief, he applauded the efforts of the African Union Mission in Somalia (AMISOM) in bringing peace to Somalia. He also said he was impressed by the many health workers who rushed to help in the Ebola affected countries “while the world was running away”, adding his appreciation for the leadership of the AU and its efforts to deploy hundreds of health workers.
Mr Mahmoud Abbas President of the State of Palestine and Chairman of the Palestine Liberation Organisation Executive Committee acknowledged Africa’s continued support for the liberation of Palestine. “The status quo cannot be accepted any longer and we will continue working to achieve and reach our national rights and to develop our economy”, he said.

In his last speech as Chairperson of the AU, Zimbabwe’s President Robert Mugabe lamented the continued dominance of the developed countries over world affairs, as well as the lack of African representation in the UN Security Council. Loud cheers erupted when he called for reform of the United Nations.

Mr Mugabe dwelt on issues of peace and security saying that, despite continuing conflicts in some parts of the continent, “we witnessed some successes and overall, there was political stability”. He complimented the Amani Field Exercises II, saying it means the continent can now deploy the African Standby Force as a tool for conflict prevention and a step towards silencing the guns. He too called for the freedom of the people of Western Sahara. President Mugabe said climate change has become a real threat, saying the current El Nino phenomenon is increasing chances of hunger and disease.

On the organisation of summits, the President reported that the Heads of State and Government had resolved to begin their summits, as they did today, in closed session to discuss topical issues such as peace and security, governance and financing of the African Union.

Before the summit opening ceremony concluded, a new Chairperson to take over from President Mugabe was announced. President Idriss Deby Itno of Chad will be the Chairperson for 2016. In his acceptance speech, he urged the continent to take advantage of its increased profile in the international system and organise itself to defend its interests. He also said there was need to give the AU the means to attain its objectives, saying it is unacceptable that the functioning of the AU is financed by the outside world. He urged the continent to be action oriented in order to change its history. He spoke strongly against terrorism, saying the continent should ensure its own security using its own human resources.

Meanwhile, the full new bureau to serve with Mr Deby was announced as follows: First Vice Chairperson – President Yayi Boni of the Republic of Benin; Second Vice Chair- President Paul Kagame of the Republic of Rwanda; Third Vice Chair – President Nouri Abdusahim of Libya; Rapporteur- President Robert Mugabe of Zimbabwe.
