Dear Lord Alton,

Thank you for your email of 3 December forwarding correspondence from ( your correspondent) about the current situation in the Tigray region of Ethiopia.
We are concerned about the continuing violence in Tigray region and its impact on neighbouring countries, including Eritrea. We are deeply worried about the risks the conflict poses to civilian lives. We are pressing all parties involved to secure immediate humanitarian access and ensure the restoration of basic services.


We are also concerned about the risk these events pose to Ethiopia’s overall stability, its democratic transition and the implementation of a democratising political reform programme – of which the UK has been supportive. The risk that the conflict becomes regionalised, drawing neighbouring countries into the fighting and forcing movements of refugees across borders, is also of grave concern.


The Foreign Secretary spoke with Prime Minister Abiy on 10 November and called for the immediate de-escalation of violence, for the protection of civilians and for unfettered humanitarian access. He reiterated these messages when he met Ethiopian Deputy Prime Minister Demeke on 25 November. I also stressed these points when I spoke with the Ethiopian Ambassador in London on 18 November, and have called publicly for unfettered humanitarian access, in my tweet of 9 December.

Most recently I had a call with Ethiopian Finance Minister Ahmed Shide. Our Ambassador in Addis Ababa continues to engage across the Ethiopian leadership in support of these objectives.


The UK continues to liaise closely with a wide range of regional and international
partners in support of these objectives. The Foreign Secretary spoke on 16 November with Foreign Minister Pandor of South Africa, communicating our support of President Ramaphosa’s efforts towards a political solution. He also discussed approaches with his French and German counterparts in Berlin on 23 November, with President Kenyatta of Kenya on 24 November, and with Prime Minister Hamdok of Sudan on 12 November.

I also reiterated our concerns about the need for an urgent peaceful settlement in Tigray when I spoke with Foreign Minister Kutesa of Uganda on 26 November, and raised the situation in Ethiopia, and the role Ethiopia plays in regional stability, with the Governments of Somalia and Kenya during my visit to those two countries on 9 and 10 December. The Minister for the Middle East and North Africa, James Cleverly MP, has done similarly with counterparts in the Gulf. The situation also remains under consideration by the United Nations Security Council.


The UK is working closely with humanitarian organisations to make sure aid reaches civilians affected by the fighting. UK-funded aid agencies in Tigray are working hard to deliver support in challenging circumstances, including shelter, water and healthcare.


We are tracking the situation and continue to raise the importance of respect for human rights with the Government of Ethiopia and regional leaders on all sides. It is our hope that a resolution is forthcoming, and the UK is engaging with Ethiopian and international partners at the highest level to facilitate this.

Access to Tigray remains restricted. Telecommunications are gradually being restored and I hope that this allows news ( concerning the issues raised by your correspondent) to be obtained.

Thank you for your correspondence of 12 December to the Lord Tariq Ahmad of
Wimbledon, about treatment of Eritrean refugees. I am replying as the Minister for Africa.


We are concerned about the continuing violence in Tigray region and its impact on neighbouring countries, including Eritrea. We are deeply worried about the risks the conflict poses to civilian lives. We are pressing all parties involved to secure immediate


humanitarian access and ensure the restoration of basic services.

We are very concerned at reports that Eritrean troops have entered Ethiopian refugee camps in Tigray and forced a number of refugees to return to Eritrea. If proven, this would be a serious violation of International Humanitarian Law (IHL). Alleged violations of IHL must be investigated to secure respect for IHL and prevent future violations, including as necessary through international criminal tribunals.

The British Ambassador in Eritrea raised these questions with the Eritrean Foreign
Minister on 2 December, who denied that Eritrea is involved militarily in the conflict and categorically denied that Eritrean forces had forcibly returned Eritrean refugees to Eritrea. He also stated that there are no Ethiopian refugees in Eritrea. Due to the
ongoing restricted access for humanitarian agencies, it has not yet been possible to
fully corroborate these reports.

The UK has been consistent in calling for free and unfettered humanitarian access. We welcome news of an ICRC convoy arriving in Mekele over the weekend of 12/13
December. Ongoing impediments to access faced by relief actors puts civilians at risk in Tigray. All parties must ensure civilians are not exposed to unnecessary harm. Urgentaccess is required so that humanitarian support can be provided and delivery of essential services must resume immediately.

The UK is a major and longstanding humanitarian donor to Ethiopia. We recognise the early efforts by the UN to address the crisis in Tigray. The UK is working closely with humanitarian organisations to make sure aid reaches civilians affected by the fighting.

ህዝቢ ኤርትራ ከም ዝኾነ ካልእ ህዝቢታት ዓለም  ዘይሓልፍን ዘይነጽፍን በዓል ክቡር ባሕሪ ታሪኽ እዩ።  ኩሎም ካብዚ ህዝባዊ ባሕሪ ዝወጹ፡ ኣብ ጉዳይ ሃገሮምን ህዝቦምን ተመሳሳሊ ኣተሓሳስባ ብዘለዎም ዜጋታት ዝምስረት ፖለቲካዊ ሰልፊ፡ ውድብ፡ ማሕበርን ካልእ ምልዕዓልን ከኣ ኣካል ናይዚ ህዝቢ ካብ ምዃን ሓሊፉ፡ ምስ ህዝቢ “ናይ ሓደ ቅርሺ ካለኣይ ገጽ እየ” ኢሉ ክንየትን ክመዓራረን ኣይክእልን። ብኣተሓሳስባኡ ናይ ህዝቢ ተቐባልነት ክረክብ ክጽዕርን ህዝቢ ነቲ ይምእመኣኒ እዩ ዝበሎ እምነቱ ከንብረሉን ከኣ  ንቡር እዩ።

እቲ ንቀጻልነቱ ከድልዮ እንከሎ፡ ህዝብና ንዘለዎ ፍቕሪ ሃገርን ንሰማእታቱ ዘለዎ ዓሚቕ ክብርን፡ መዝሚዙ  ንገዛእ ርእሱ ምስ ህዝቢ ክጠብቕን ከደባለቕን ዝህቅን ጉጅለ ህግደፍ ግና፡ ብዘይካ ሓይልን ዓመጽን ኣካል ህዝቢ ኤርትራ ከብሎ ዝኽእል ኣተሓሳስባን  ሕጋዊ ምትእስሳርን’ኳ  የብሉን። ሓደ  ምእንቲ ህዝቢ ይቃለስ እየ ዝብል ውድብ ወይ ሰልፊ፡ ቅድሚ መላእ ህዝቢ ክውክል ምምጥጣሩ፡ ኣቐዲሙ ምስቶም ውሱናት ኣባላቱ ዘተኣሳስሮ ትካላዊ መስኖ፡ ዝምረሓሉ ቅዋምን ንከዕውቶ ዝትልሞ ሸቶ ክህልዎን ከኽብሮን ንዘውጸኦ ሕግታት ዘለዎ ምእዙዝነት ከውሕስን ክበቅዕ ይግባእ።

ብመንጽርዚ ክንርእዮ እንከለና፡ እቲ ኣብ ማእከል ጐልጐል፡ ብዘይካ ጉልበት ጥልመትን ካልእ እንዶ ዘየብሉ ክነሱ፡ “ካልእ  ገጽ ናይ ህዝቢ ኤርትራ እየ” ክብል ዘይሓፍር ጉጅለ ህግደፍ፡ ነቶም ዝርካቦም ንገለን ኣእሚኑ ንገለን ከኣ ኣደናጊሩ ወይ ብግዝያዊ ጠቕሚ  ኣስዲዑ ኣብ ጐኑ ዘሰለፎም ኣባላቱ’ኳ ካብ ዝጠልሞም ነዊሕ ግዜ ኮይኑ እዩ። ነቲ ብሕጋውን ዲሞክራስያውን ምርጫ ዘይኮነስ፡ ብኢደወነኑ ከካብቲ ዝደለዮ ኩርነዓት እንዳቆንጠረ ዘቖሞ መሪሕነታዊ ኣካላቱ ካብ ዝጥንጥኖ እውን ሎሚስ ቀደም ኮይኑ እዩ። ናይቲ ዝሽቅጠሉ ጉጅለ ጉባአ ወይ ናይ መሪሕነታዊ ኣካላቱ ኣኼባ ዝበሃል ቋንቋ ካብ መዝገቡ ቀደም ሓኺኽዎ እዩ። ነዚ ዕሙት ኣካይድኡ ንዝነቐፉ ኣካላት ከኣ ብኸቢድ ገበን ይኸሶም። ስለዚ ጉጅለ ህግደፍ ኣንዳተጸልጸለን እንዳደስከለን ቅድም ናብ ጉጅለ ኢሳያስ ወሪዱ። ሎሚ ከኣ እነሆ  ኣብ ኢድ ሓደ ውልቀ መላኺ ባእታ በጺሑ። ነዚ ኣቐሚጦም በቲ ሓደ ወገን እቲ ጉጅለ ንህዝቢ ኤርትራ ከም ዝውክል፡ በቲ ካልእ ወገን ከኣ ህዝቢ ኤርትራ ናይቲ ጉጅለ መራሒ ብዘመሓላልፎም ውሳነታት፡ ብዝወስዶም ጽሉላት ስጉምትታትን ከም ሳዕቤናቱ ናይ ዝፍጠር ገበን ከም ዝሕተትን ኣምሲሎም ከቕርብዎ ዝፍትኑ ከጋጥሙ እንከለዉ ካብ ምግራም ሓሊፉ ዘተዓዛዝብ እዩ። “ሕነ ቀራናትስ ንጓዕማማት” እውን የብል።

መብዛሕቶም ኣሚነምሉ ድዮም ተገሪሆም ኣባላት እቲ ጉጅለ ዝነበሩ ኤርትራውያን  ካብ ዝርሕርሕዎ ነዊሕ ግዜ ኮይኑ ኣሎ።  ምርሕራሕ ጥራይ ዘይኮነ ምእንቲ ራህዋን ቅሳነትን ህዝቦም ኣንጻርቲ ጉጅለ  ይቃለሱ ኣለዉ። ከምቲ “ካብ ብሱል ጥረ ኣይሰኣንን” ዝበሃል ግና ኣዝዮም ውሑዳት ጌና በቲ ቀደም ዝጀመርዎ ካብ ጭረሖ “ንኺድ ጥራይ” ዘይተመልሱ እውን ኣለዉ። እንተኾነ ናይ ግዜ ጉዳይ እንተዘይኮይኑ እዞም ውሑዳት እውን ነቲ ጉጅለ ራሕሪሖም ኣካል እቲ ቃልሲ ምእንቲ ለውጢ ከም ዝኾኑ ዘጠራጥር ኣይኮነን።

እቲ ጉጅለ ኣይኮነንዶ ንህዝቢ ኤርትራ ክውክል ከምቲ “ኣደኻስ ብስም ኣይትወጽዕካ” ዝበሃል፡ ነቲ ብዲሞክራስን ፍትሕን ዘቀናጅዎ ጉጅለኡ እውን ከም ዝጠለሞ ካብ ዘመልክቱ ኣብነታት፡ እቲ ኣጀማምራ ዝምድናኡ ምስ ቀዳማይ ሚኒስተር ኢትዮጵያ ከም ኣብነት ዝውሰድ እዩ። ነቲ ዝምድና ንምጽብባቑኳ፡ “ዝምድና ህዝብታት ኤርትራን ኢትዮጵያን” ኢልካ ንምጥማቑ እንተተፈተነ፡ ናይ ክልተ ህዝብታት ዘይኮነ ናይ ክልተ “መራሕቲ” ጥራይ ምንባሩ ንክቃላዕ ግዜ ኣይወሰደን። መላእ ህዝቢ ኤርትራስ ይትረፍ፡ ኣባላትን ትካላትን ጉጅለ ህግዲፍ እውን ብዘይካ ኣብ ዝኽሪ መዓልቲ ሰማእታት 20 ሰነ ብመደረ ዲክታተር ኢሳያስ ክጥቀስ እንከሎ እዩ ሰሚዑ። ድሕሪኡ እንተኾነ እውን እቲ ዛዕባ ኣዝዩ ኣገዳሲ ክነሱ፡ ኣብ ኣኼባ ማእከላይ ኮሚተ፡ ኣብ ርክብ ፈጻሚ ኣካል ናይቲ ጉጅለ ወይ ካቢነ ሚኒስተራት ተራእዩ ተወሲኑ ክብል ዘኽእሎ ሓበሬታን ሞራልን ከምዘይነበሮን ክሳብ ሕጂ እንተኾነ እውን ከምዘየብሉ ርኡይ እዩ። ስለዚ እቲ ዝምድና ነቲ ጉጅለ ከም ውዳበ ከም ዘይውክል ንጹር ካብ ኮነ፡ ንህዝቢ ኤርትራ እውን ከም ዘይምልክት ውሁብ እዩ። ውጽኢቱ’ውን ከምኡ እዩ።

ጉጅለ ህግዲፍ ሓጥያት ክፍጽም እንከሎ፡ ምእንቲ መሳኽምቲ ገበን ክኾኖ፡ ፈታዊኡ ተመሲሉ ከም ቁርዲድ ናብ  ህዝቢ ምልሓግን  ምጽጋዕን ኣመሉ እዩ። እቲ ጉጅለ ብኸምዚ ዓይነት መህደሚ  ክጣበብ ምስቲ ሸፋጢ ባህሪኡ ርዱእ እዩ። ንኣብነት ኣብዚ እዋንዚ ምእታው ሰራዊት ኤርትራ ናብቲ ኣብ ትግራይ ዝካየድ ዘሎ ውግእ ንህዝቢ ኤርትራ ከም ዝምልከቶ ኣምሲልካ ምግላጹ ንሰምዕ ኣለና። ካብዚ ሓሊፉ እቲ ሰራዊት ኣብቲ ውግእ ፈጺምዎ ተባሂሉ ዝኽሰሰሉ ዘሎ ስርቂ፡ ቅትለትን ምዕናው ትካላትን ንህዝቢ ኤርትራ ከም ዘይውክል ፍሉጥ ክነሱ፡ ከምዝውክል ኣምሲልካ ብምቕራብ ክርክርን ክትዕን ይስማዕ ኣሎ።

እቶም ኣብዚ ተሃዋሲ ዛዕባታት ንግደ ህዝቢ ኤርትራ ብዝምልከት ዝከራኸሩ ዘለዉ፡ ቅድሚ ኩሉ ክግንዘብዎ ዝግበኦም መሰረታዊ ጉዳይ፡  ህዝቢ ኤርትራ ኣብ ገዛእ ጉዳዩ እውን ዝኾነ ይኹን ናይ ምውሳን ተሳትፎ ዘይብሉ ምዃኑ እዩ። ግዳይ ናይቲ ኢሳያስ ዝጽይቖ ካብ ምዃን ግና ዓዲ ኣይወዓለን። ህዝቢ ኤርትራ ንጉጅለ ህግዲፍ ዝቆጻጸረሉ ሕገመንግስታዊ ውዕልን ትካላዊ መራኸብን ዘየብሉ ምዃኑ እውን ግንዛበ ክረክብ ይግበኦ። ህዝቢ ኤርትራ ኣብ ከቢድ ኣርዑት ምልኪ ይነብር ከም ዘሎ፡ ኣይኮነንዶ ኣብ ድርኩዂት ሃገርና ዘለዉ ተጋሩን ካለኦት ኢትዮጵያውያንን ኣብ ኣዝዩ ርሑቕ ኩርነዓት ዓለም ዘለዉ ወገናት እውን ይፈልጥዎ እዮም። ስለዚ ህዝቢ ኤርትራ ብዘይወዓሎ ክውንጀል ኣይግበኦን። ምናልባት ኮነ ኢሎም ሓጥያት ጉጅለ ህግዲፍ ንምፍዃስ ወይ ንምሕባእ  ንህዝብና ኣብ ዘይወዕሎ ገበን ከእትዉዎን ነቲ ክቡር ስሙ ክድዉኑን ዝህቅኑ ወገናት እንተልዮም “ኣይፋልኩምን ናብ ልብኹም ተመለሱ”  ኢና እንብሎም።

እነሆ “2020 ዓሚ፡ 2021 ድማ ሎሚ ዘበን” ኣብ እንብለሉ ናይ ግዜ ዑደት በጺሕና። እዛ “ሎሚ ዘበን” ኮይና፡ ኣለኹ እትብል ዘላ ሓዳስ ዓመት “ዓሚ” እትበሃለሉ እውን ግዜኡ ሓልዩ ጽባሕ ደበኽ ክብል እዩ። ወዮ ኩሉ ግዜ፡ ናይ ግዜ ጉዕዞ ቅልጣፈ ስለ ዘይወሓጠልናን ማዕሪኡ ዘይንስጉምን ከኣ “መዓልትን ከልብን ከይጸዋዕካዮም ይመጹ” ኢና  እንብል። ከም ሰባ ክንሳ “ሎሚ ዘበንስ ከይተፈለጠትና ሓሊፋ” ምባል እውን ልሙድ እዩ።

እቲ ናይ ዓመታት ምትኽኻእ ክንስዕቦ እንተዘይኮይና ጠጠው ከነብሎ፡ ከነቐልጥፎ ወይ ከነደንጉዮ ኣይንኽእልን ኢና። እቲ ንሕና ኣብ መስርሕ ጉዕዞ ምስ ግዜ ክንገብሮ ዝግበኣና ከምቲ “ግዜ እንከለካ ግዜ ኣይትጸበ” ዝበሃል፡ ዝተዋህበካ ናይ ግዜ ዕድል ዘይምብኻንን ኣብ ኣጠቓቕማኡ ምውሕላልን እዩ። ዓምን ሎሚ ዘበንን ዝረኻኸበኦ ሓላፍነትን ዕማምን ኣለወን። ንሕና ከኣ ምእንቲ ኣብ ሎሚ ዘበን ዕዉታት ክንከውን፡ ኣብ ባሕቲ ዓመት ሰናይ ትምኒት ምግልላጽ ጥራይ ዘይኮነ፡ ንናይ ዓሚ ተመኩሮና ምልስ ኢልና ክንግምግሞ ይግበኣና። ንዓመታ ከም እትመጽእ እውን ካብ ግምትና ወጻኢ ክኸውን ኣይግበኦን። ናይቲ ገምጋምና ቀንዲ ዕላማ ከኣ ነቲ ኣብ ዝሓለፈ ዘጋጠመና ሕጽረት ንምውጋድን ነቲ ኣውንታ ድማ ዝያዳ ንምሕያሉን እዩ።

ኣብታ ዝሓለፈት ድሮ ዓሚ ኮይና ዘላ 2020፡ ኤርትራና ከመይ ከም ዝሓለፈታ  ኩልና ኤርትራውያን ንርደኦ ኢና። ነቶም ጉዳይ ህዝቢ ዘይዓጦም ሕልናኦም ንህግዲፍ ዘረከቡ ውሑዳት ገዲፍካ፡ ምስሊ ኤርትራ ኣብ ዝሓለፈ ዓመት ብሰንኪ  ጨካንን ጠላምን ተግባራት ጉጅለ ህግዲፍ፡ ከምቲ ቅድሚኡ ዝነበረ ዓመታት “ሕማቕ ነይሩ” ምባሉ ኩልና እንረዳደኣሉ እዩ ዝብል እምነት ኣለና። ከምቲ “ ነቲ ዝኸፈአ ዝገደደ ኣለዎ” ዝበሃል፡ ጭካነ ህግዲፍ በዚ ክሳብ ሕጂ ዝተዓዘብናዮ ኣብ ልዕሊ ህዝብና ክወርድ ዝጸንሐ ጭቆና  ጠጠው ዝብል ዘይኮነ፡ ቀጻሊ እዩ። ከምዚ ኣብዚ ዝሓለፈ ኣዋርሕ ዝተዓዘብናዮ፡ ህግዲፍ ኣብ ጉዳይ ኢትዮጵያ ኢዱ ኣእትዩ ኤርትራዊ መንእሰይ ኣብ ዘይጉዳዩ ክጠጥቕ’ዩ ዝብል ናይ ብዙሓት ኤርትራውያን ትጽቢት ኣይነበረን ይኸውን። እንተኾነ ኮይኑስ ብግብሪ ኤርትራውያን መንእሰያት ከም ዝሞቱ፡ ዝተወግኡን  ሃለዋቶም ከም ዝጠፈአን ርሑቕ ከይከድና ከካብ መቕርብና ንዕዘቦ ኣለና። እቶም ብፍላጥ ይኹን ብዘይፍላጥ ናይ ህግዲፍ ኣበር ንምኽዋል “ሓይልታት ምክልኻል ኤርትራ ኣብ ውግእ ትግራይ ኣይተሳተፈን” ክብሉ ጀሚሮም ዝነበሩ ሎሚ ብመርትዖታት መህደሚ ብዘይርከቦ መጻወዲያ ሓቂ ተታሒዞም እዮም።

ኣብቲ ውግእ ምስታፍ ጥራይ ኣይኮነን። ሓይልታት ምክልኻል ኤርትራ ኣብ ሲቪላዊ ቅትለትን ንብረቱ ምርሳይን ተሳቲፉ ዝብል፡ ነቶም ራሰይቲ ጥራይ ዘይኮነ፡ ነቲ ዘይወዓሎ ኤርትራዊ እውን ዘሕፍር ስማዕ እዩ። እዚ ጉዳይዚ  ካብ ሓሜትን ሕሹኽሹኽን ሓሊፉ ኣብ ዓበይቲ ማዕከናት ዜና እውን ዝዝረበሉ ኮይኑ ኣሎ። እዚ ዝምታ ንብረት ሲቪላውያን ሓቂ እንተኾይኑ፡ ካብቲ ከይድገም ከነወግዞን ክንመሃረሉን ዝግበኣና ጽዩፍ ተግባራት ሓደ እዩ። ነዚ ከምዚ ዓይነት ምምርሳሕ ምኽኑይ ንምግባር ዝሓለፈ ጌጋታት ምጽብጻብ ውሕሉል ኣይኮነን። እዚ ከምዚ ዝኣመሰለ ተግባር ኣብ ሓደ ነጥቢ ጠጠው ክብልን ክውገዝን ይግበኦ። ምጽብጻብ እንተቀጺሉ ግና “ገበረኒያ ክገብርሲ ዓዲ ነየጋብር” ከም ዝበሃል ኣብ ምፍድዳይ ሕነ ከይንነብር ዘየስግእ ኣይኮነን።

ኣብዛ ሓዳስ ዓመት  2021 ምስ መላእ ህዝብና ኮይና፡ ካብ ጨንቂ ናብ ራህዋ ፈንጢስና ክንሓልፍ፡ ብዙሓት ካብ ዝሓለፈ ተማሂርና ከነዕርዮም ዝግበኣና ዘይስገሩ ረቛሕታት ኣለዉ። ካብቲ መሪሕ ግደ ዝጻወት ግድን ክማላእ ዝግበኦ ረቛሕታት፡ ሓደ ከኣ ንስለ ምጭራሕን ምእዋጅን ዘይኮነ፡ ብግብሪ ሓቢርካ ክትቃለስ ምኽኣልን ዘይምኽኣልን እዩ። ኣብ ዝሓለፈ ዓመታት እውን እዚ ግንዛበዚ ነይሩና እዩ። ካብዚ ግንዛበዚ ነቒልና ኢና ከኣ ኣብ ምጥርናፍ ፖለቲካዊ ሓይልታት ኤርትራ (ፖሓኤ) ዝተወሰን ርሕቀት ዝሰጐምና። እዚ ግደታ እምበር ምርጫ ዘይኮነ  ምጥርናፍ ንምሕያል ሎሚዘበን እውን ዝያዳ ዓሚ ኣገዳስነቱ ዕዙዝ ስለ ዝኾነ፡ ካብ ተመኩሮና ቀሲምና፡ ኣሳጉማና ከነቐልጥፍን ኣተሓሕዛና ከነሕይልን ሓላፍነትና ምዃኑ ንካልኢት እውን ክንዝንገዖ ኣይግበኣናን።

Sudan’s army recovered the border that had been taken over by Ethiopian farmers, the Sudanese foreign ministry says.

Sudan’s foreign minister says the army has restored control over all lands along the border that had been taken over by Ethiopian farmers.

“The armed forces have now fully recovered all Sudanese territory,” Minister Omar Qamareddine told a Khartoum news conference on Thursday.“The borders have already been demarcated, all that’s remaining in our talks … is increasing the border signs,” Qamareddine said.

Tensions have flared between the two countries over the al-Fashqa region of the border, where Ethiopian farmers have been cultivating fertile land which is claimed by Sudan.

The region has seen sporadic clashes over the years but new fighting erupted in November when the federal government sent troops into the neighbouring Tigray region of Ethiopia against the regional authorities.

About 50,000 Ethiopian refugees poured across the border to escape the fighting.

Earlier this month, Khartoum accused Ethiopian “forces and militias” of ambushing Sudanese troops along the border, leaving some four dead and more than 20 wounded.

Addis Ababa downplayed the reported ambush, saying it did not threaten the relationship between the two countries.

Sudan has since deployed troops to the border region and held demarcation talks with its eastern neighbour.

Ethiopia’s foreign ministry spokesperson, Dina Mufti, blamed “outside forces” for the tensions with Sudan.

He said in a Wednesday briefing these forces hold “no care for both Ethiopian and Sudanese people, but want the region to be in chaos and want to benefit from that chaos”.

This is what a Phase 3 crisis means: “Acute Food and Livelihood Crisis: “At least 20 percent of households have significant food consumption gaps OR are marginally able to meet minimum food needs only with irreversible coping strategies such as liquidating livelihood assets. Levels of acute malnutrition are high and above normal.”


PROJECTED OUTLOOK THROUGH MAY 2021

The impacts of conflict in Tigray and bordering areas of Amhara and Afar are expected to continue as it will take time to restore the market function and trade systems to normal levels.

As a result, as household food stocks are depleted, more people are expected to face food consumption gaps with much of Tigray, notably central and eastern areas, northeastern Amhara, and Afar, expected to face Crisis (IPC Phase 3) outcomes, with some households in Emergency (IPC Phase 4) across many areas through at least May 2021.

IPC Phase 4: Humanitarian Emergency At least 20 percent of households face extreme food consumption gaps, resulting in very high levels of acute malnutrition and excess mortality; OR households face an extreme loss of livelihood assets that will likely lead to food consumption gaps.

Continued disruption to markets and declines in household food stocks are likely to lead to many households engaging livelihood coping strategies indicative of Crisis or worse. In areas of the Tekeze and Mereb River Catchments, where Emergency (IPC Phase 4) outcomes are expected into early 2021, access to food is expected to improve with economic activity, with households increasing their engagement in income-earning activities, which is, in turn, increasing market food access.

Additionally, with the likely resumption of PSNP, food security outcomes are expected to improve slightly, with Crisis (IPC Phase 3) outcomes anticipated to emerge during the February to May 2021 period.

In Western Tigray, where economic activity is slightly better than in central and eastern areas, households are expected to meet most of their food needs with Stressed (IPC Phase 2) outcomes persisting.

Anecdotal reports suggest that IDP in bordering areas of Amhara and Afar are also having difficulty accessing food and other basic supplies due to limited market activities with Tigray; Crisis (IPC Phase 3) outcomes are also likely among these populations.

With the reduction in milk production due to shortages in pasture and water for livestock, declines in income from livestock coupled with the high and increasing staple food prices, many households are likely to continue to face difficulty meeting their food needs in southern and southeastern pastoral areas.

As a result, Crisis (IPC Phase 3) outcomes are expected to persist.

Sitti and Fafan Zones are likely to remain in Stress (IPC Phase 2) through May 2021 due to better livestock conditions, water, and pasture availability assisting many poor households to continue accessing somewhat better milk production.

Many households are expected to access their own foods through January 2021 in most parts of SNNPR and the western and central parts of Oromia and Amhara. This, coupled with the high staple food prices, also helps most households improve their purchasing capacity. As a result, most parts of these areas are likely to remain in Minimal (IPC Phase 1) or Stressed (IPC Phase 2).

However, in February or March, as most households exhaust food from their production coupled with the continued low incomes and high food prices, most areas of SNNPR and some parts of Oromia along the rift valley areas are likely to face Crisis (IPC Phase 3) between the February and May 2021 period.
